freezing bank accounts
I owe money to a creditor can he seize my bank account without notifying me ?

Mr. Nadel's answer is correct, with a huge asterisk. If your creditor has a judgment from a court, the creditor does not need to do anything by way of notifying you. The judgment creditor can issue a restraining notice against a bank account, which can have the effect of freezing the account...and there is no need for notice prior to taking that action.
