Can a local government or school board favor one soccer club over another, and deny access to the other club to its fields?

Of course, there is information that you omitted. Are there provisions are other local laws relating to the use of the field? What is the stated reason for its decisions? Do the other clubs satisfy the stated rules set out by the government/school board? etc.
