Legal Question in Civil Rights Law in New York

Is the newspapers excempt by federal laws

It is my understanding that it is against the law to relase or publically release information on someones HIV status or HIV history ( the HEPPA Law)

Can a national newspaper who printed this information before this law was in affect ..reprint this in their newspaper now without permission? Even if this is a 16 year old child's information? Not only did they print this information but they used his name and picture.

is this legal ...is the grounds for a suit. Does a child have the rights to privacy?

The newspaper cannot be sued for publishing the information so long as it is true or they have grounds to believe it is not false.
