I suspect that you are referring to a "mechanic's lien".
There are several ways to vacate a mechanic's lien. You can commence a lawsuit to vacate it; you can negotiate a settlement with the contractor; you can file a Department of Consumer Affairs Complaint (DCA can't remove the lien but the complaint and consequent penalties can be used as leverage); there is also a way in which you can force the contractor to sue or forego the lien.
Do not undertake any of these without consulting an attorney.
