Legal Question in Credit and Debt Law in New York

if someone owes me money but i don't have a written agreement of repayment but i do have emails of the person and i admitting they owe money and with dates he would repay the loan can i sue them??

Yes. It is proof of an oral contract. Other than worrying about a shorter statute of limitations period with oral agreements, you appear to have sufficient evidence for a valid claim.
