Legal Question in Criminal Law in New York
If the criminal case in NY is dropped before a person see the judge does it mean that the person can state he never been arrested?

No . . . if you are arrested then its a fact you are arrested; but an arrest is not a crime or a criminal conviction. There are hundreds of people who are arrested by the police with no resulting criminal charges. In your case, it may have been that the prosecutor reviewed the facts and made a determination that no prosecutable offense was committed.
