While I do not have the specific section in front of me, I assume you are referring to 'harassment'. Every criminal law attorney has a great deal of experience with this section. This section is a catch-all crime. It covers a wide range of behaviors; including what we think of a s harassment, nuisance, and battery. It now replaces battery and covers violent touchings (a punch in the nose). It is very reasonable to me that you are confused by this section. It is used to cover so many behaviors.
