If the inmate waived his grand jury rights, can he recant the waiver and go to the grand jury?
Also. If the person signs the waiver of the grand jury, can he still be inditted with no victim or witness?

He can recant his waiver but it would have to be before the indictment.
As far as the grand jury, there are no real requirements for specific testimony.
