What is most time a person can get for a petty larceny charge in the Rochester New York area for a bike ?

The maximum allowable jail time for a petit larceny charge in NY is one year ( it is an A misdemeanor). However, that sentence is almost never handed out. The actual sentence would depend on theprevious record and facts of the case.
