Promotion based on residence
Is it legal for a civil service employer to award extra points on a promnotional exam to a person that lives in a certain geographical location? I have been on a promotional exam for over 2 years and have been passed over because people have been given extra points for living in a certain geographical location. Now my list has expired and a new one established. Basically I have been denied promotion because I am not a resident of a certain area. It is my belief that the reason they provide these points is to promote individuals of a certain criteria. Many people have been affected by this and I was considering a class action suit against my employer but did not want to waste anybodies time if there is no merit.
