Legal Question in Family Law in New York

I am the custodial parent of two children, the non-custodial parent is 20,000 arrears. He now has one child against my wishes living with him for 3 months. He petitioned family court with a modification of child support to decrease or terminate child support, custody has not changed. is this decrease lawfully possible?

The decrease or elimiation in child support should not change the amount he owes in arrears. It just changes what is owed from the date of order. You do need a lawyer to assist you in this matter to protect your rights.
