If in a divorce both parents have primary custody of 2 children (4 total) are both required to pay child support to each other? Or is the higher earning Parent required to pay the difference between what the two would owe each other?

It all depends on the expenses on raising the two children for each parent, who pays for insurance, etc. There is a child support calculator for standard custody arrangements (full custody with one parent and visitation with the other). In your case, there will have to be creative calculations by the attorneys and the judge.

In other words, in your case, there isn't a hard and fast rule.
