Legal Question in Family Law in New York

family history

i was raised in a foster home,i would like to get my family background.Grandparants names etc,but the agency says the records are sealed,they cant give them to me .What can i do without paying alot of money for a lawyer for what i feel i have a right to know about.

If you were not adopted, you should begin your search with your birth certificatte; then contact the agencies that supervised and controlled the operation of Foster Homes.

If you have a medical emergency, you might also consider the local department of health, for info.
