Legal Question in Family Law in New York

I am the father of a soon to be off to college 17yo young woman. I gained full custody in 1999 and the mother had the usual visitation rights. The mother has never contributed a red cent in all those years to any expenses (food,housing,parochial school,etc). I never did file for child support after the custody hearing so my question is can I file now , and if so can I seek any back dated support? College is right around the corner and she flat out has told me she won't help at all. Thank you for your time.

No, you cannot do this. She didn't pay a child support because the court never ordered it.
