father visitation rights

An unmaried father is being refused out of home visitation,what are his rights?

Refused by whom? And what do you mean by "home visitation"?

Visitation is a right, both of the non-custodial parent, and of the child. However, that does not mean that you have the right to enter the mother's home for visitation.

Are you trying to visit the child or the mother?

Suggest you file a visitation petition in the Family Court. Unless the mother admits that you are the father, you may first have to file a Paternity Petition to prove that you are the father.
