I have sole custody of my child and his father has visitation rights (one weekend a month) during his last visit to his father's house, his father cut his hair without my permission or knowledge. My son was VERY VERY upset, as am I. Does his father have a legal right to alter his apperance without my permission?

I've been practicing for 18 years, and I've never had a mother complain about having a father cut his son's hair in a traditional hair cut. What does the custody/visitation order state about having the child's hair cut?
Hair grows back. So, if you are concerned about this happening again, you can always seek an order from the court stating the father cannot cut his hair in any way. Unless there is a religious issue regarding his hair or the hair cut is not traditional/common, the judge may think it's petty and deny your request.
Take a picture of your son's hair before it grows out as evidence.
