step son adoption

wish to adopt stepson , biological father has been no contact for 8 yrs other than 50 $ a week child support . can his rights be terminated in ny for non contact ? or does he have a legal right to be an absentee dad?

A parent's rights are not terminated merely because he is absent. He has to consent to your adopting his son before you can adopt him.
