Legal Question in Medical Leave in New York

I work in a Hospital . I informed my Supervisor that My parents who are in their eighties are having problems and made a request for time off . She did not grant it and told me not to come to her with something like that . She did not inform me of the family medical leave act. I would have applied if I had .known. Was the Supervisor obligated to inform me of this act?
