Legal Question in Civil Litigation in New York

I bought an unimproved lot in Salem Township, Wayne County, Pennsylvania. After receiving the recorded quit claim deed from the county, a certain POA (Indian Rocks POA, Inc.) sent me a statement of balance owed on the parcel in the amount of $3,000 for unpaid membership dues..

I wrote them back with a certified letter telling them to stop sending me bills and statements because as new owner I did not sign for membership in their association and I did not engage their services and requested them to furnish their legal basis in billing me for debts owed by the former owners, but, they ignored my letter and they continued to send me monthly statements with finance charges and dock fees. What will I do to stop them from sending me bills and statements.on debts incurred by another owner? I inquired from the county if there is a recorded lien on the property, but, it is free from liens and encumbtrances.

I hope you can help me in this predicament as I can't afford to pay the past dues as I am retired and living on social security small pension. I bought the lot for small amount at the Ebay auction.
