I can understand your frustration. I, too, can think of no reason why you are being denied access to this record. I recommend that you secure the copy of another relative. The funeral parlor may also have one. Failing that, perhaps a more direct relative can get one for you.

I am trying to suggest low cost/low impact ideas. Going to the county records office with 'proof' of your relationship is also possible.

The ease with which public records can be accessed has decreased recently due to heightened privacy issue concerns. However if you are a bona fide relative within certain degrees you should be able to access a death certificate. If you feel you've been improperly denied access you will have to exhaust any and all administrative routes of complaint before you can seek your final remedy - a court order to produce the certificate unless you can show a real need for emergency court action.
