Legal Question in Immigration Law in New York
I am brazilian living in USA, became US Citizen in 2009 and I wonder if I can ask or apply a visa for my sister to enter in USA. She tried her visa by herself in Brazil to come here and they denied. What I need to do to bring her here?

You can't help her to get a visitor's visa if she was denied. Her visa was probably denied because of her presumed immigrant intent (e.g. sister a US citizen, and her intent to live here with you). She may try to reapply for a visa with a proof of strong ties to Brazil
You can petition for her immigrant visa. However, it's likely going to be 10 years before she can emigrate to the United States based on your petition.
There could be some other visa options available: student, work, marriage, etc.
