My brother accidentally voted but he is an immigrant now is he in "trouble"

Yes, that could be a serious problem. Only a US citizen has right to vote. A person has to register to vote first. When register, a person states that they are a USA citizen.
What do you mean he voted accidentatlly? What exactly happened? He voted in what elections?

However, if your brother already voted he is on the voter's list.
This means the INS will come across it when they carry out an investigation.
You will have to get your brother's name off the list and provide a letter of proof to the INS.
