My brother is a citizen, can he sponsor me even I'm living in USA and I overstayed my visa for 18 years?

Yes, he can file a petition. However, I am afraid that it will not enable you to adjust status in the USA (if you are out of status) unless you are protected under an older U.S. immigration law (for example 245i). Also, in this visa category, waiting time for a visa priority date to become current is over 8 years (for most countries) or even longer, for example, for Philippines.
