Legal Question in Immigration Law in New York

I am a citizen of India and came here on a valid H 1 visa that has now expired. I am in the u.s.a illegally. I know Obama was going to do make it possible for people in U.S.A who were here illegally to pay a fine take some english classes and then get a green card that way. Has this been done and how fast can I do the process and get my green card.

You are wrong. There had never been such a bill. If you are out of status, it means that you are removable (deportable). The law provides very limited possibilities for people in your situation to apply for a 'green card' through adjustment of status. You haven't specified in your post if you can be eligible for any immigration benefits under current immigration laws.
