Yes, as a USA citizen you can petition for your wife. There is no waiting time. You can start right after marriage takes place.
You didn't specify in your post whether she is in the United States or abroad? If in USA, how and when did she come to the country (on visa, what visa)?
The immigration process, applications and petitions differ depending on the particulars of your situation.

If you are a US citizen, you can file a petition with USCIS for your spouse once you are married. Your spouse's eligibility to receive permanent residence (her green card) after marriage will depend on her immigration history as well as her criminal history (if any). With respect to how long the application will take to process, that will depend on whether your wife is in the US or outside of the US. Note also that the way in which your wife entered the US (i.e., with a visa or without a visa) will also have an affect on her eligibility to apply for permanent residence. I suggest that before you file any applications with USCIS, both you and your wife consult with an immigration attorney to determine her eligibility and to discuss the documents that you will need to prepare to file an application for her.

I would need more information regarding your particular case before I can comment on it properly.
However, as a US citizen you can petition for your wife whenever you wish. As for the documents, you will need to provide to the US Immigration Service with them when you get the application.
