If you are in a valid F1 student status, coming from one of the 'treaty countries' and have a sufficient amount of investment and a good business plan -- yes, it could be possible to change status to a non-immigrant investor visa.

In alternative, one can apply for an appropriate visa abroad instead of doing it as a change of status (this has to be discussed with a lawyer).

If the amount of investment is over $1 mil, then an immigrant investor visa could be possible.

On the other note, please remember that as a F1 student, you are not authorized to work off the campus, run a business, earn income unless authorized by the USCIS.
