I have a friend. she is disabled on a wheelchair. she wants to come to the states to be operated on and after she plans on applying for asylum. She wants to get her asylum based on the discrimination and ill-treatment she receives in Russia. Does she have any chances of winning?

Firstly, does she have the money to pay for her operation in the United States? Who is going to pay for her medical and hospital expenses?

It is possible to apply for asylum based on persecution in her home country. Persecution must be based on one of the protected grounds. You didn't provide any information about her possible claim to provide any suggestions.
