Why can't you just wait 6 more months in India, and when you have fully complied with the 212e home residency requirement, apply for a visa?

What visa you plan to apply for?

On what basis you had been subject to 212e?

I would need additional information regarding your particular case before I could comment on it properly.

However, because you were a J-1 visa holder (an exchange visitor) you would need to contact the US Embassy in your country to apply for any waiver.

Keep in mind that immigration already has information on you from your J-1 visa application, so it should not take long for you to be processed.
