Legal Question in Immigration Law in New York

I am a merican citizen filed I-130 for my sisters in vermont center in Aug 2006 , however uscis notify me that they transfer my petion to nebreska service center they are almost 3 years behind interms of processing my kind of category. Don't you think immigration did everything illegal to send case one service center to another service center ?

It's not unusual for USCIS to send a case to another service center. Generally it's because they are sharing the workload with that other center.

They didn't do anything illegal.

In addition, in this visa category (sister of a US citizen born in Mexico), wait time for your sister would be 14 years. It means that it doesn't matter when the petition is approved: next year or in 10 years. Because she will have to wait until her priority date is current (2006). At this time, they issue visas to people whose petitions were filed in 1995.
