Your nephew will need to apply to Universities in the U.S. Once accepted, the University will issue him a Form I-20. He will then neeed to apply for an F-1 visa at the U.S. Embassy. There is not much you can do to "get" him the visa, but you can be the financial "sponsor" on the Affidavit of Support.
