Non-Citizen Rights

I read a news letter where Congress is ready to vote on the Anti-Terrorism proposal and it says that they are undecided over the detention of non-citizen. My question is, Where and what laws give non-citizens right in the U.S.?

Unlike a previous reply that seems to imply that noncitizens have the same rights as citizens, the truth is that a noncitizen DOES NOT have the same full basic rights as citizens under the Constitution. They only have certain procedural due process rights, such as the right to a fair hearing, etc., in removal proceedings. These laws are not written in the Constitution but approved by the U.S. Supreme Court in certain decisions over the years.
