Legal Question in Immigration Law in New York

i am a permanent resident here in US and planning to bring my boyfriend here.I wanna know what is the fastest way to bring him here?They say i need to be a citizen to have a fiancee visa for him and get marry here.some also say we get marry in the country where he is at and then start his petition than to wait for my citizenship.i will be applying my citizenship this 2013..please do advice me on what to do on this.we really wanted to start a family here in US.

It is fastest to sponsor after marriage in your capacity as permanent resident. The family preference category is F2A, and perhaps in a few months after filing the priority date will be current as per recent trend in visa availability.
