It depends on why a person was deported and how deported - was it voluntary departure, was it based on criminal conviction, etc?

There are ususally 2 types of bars that preclude a person from coming back - 3 year bar and 10 years.

So more details are needed to know what this person faces.

It would depend on what basis they were deported.

If they were to come back legally they would need to go to their local US Consulate in their country and obtain the relevant visa.
