Legal Question in Immigration Law in New York

I am a winner of DV-2010 and I am residing in the United States right now. I am in a lawful F-1 status. When would I be able to file for the Adjustment of Status? My case number is 11423 for Europe. The visa bulletin states that for December, the cut-off number for Europe is 12400. Does it mean I can only apply in December?

If a person is in a valid status (e.g. F1) in the USA, they can apply for adjustment of status (instead of Consular Processing). Usually, a person can file an application a month before the case number becomes current.

You can file your paper work as soon as possible.

When it was stated that the cutoff date was in December it meant that you MUST apply before the month of December. The last date to submit your application will be in the month of December.
