Flooded illegal apartment

Our basement apartment was flooded last year. They knocked off 2 months rent. They said pump was fixed. 2 weeks ago, we were flooded again. This time damage was huge. The sewage water destroyed almost everything. While I was in panic to save some stuff, I slipped and threw out my back and had to be treated. I am still not able to work.We moved out that day because of discusting conditions. We also found out it was an illegal apartment. There is no written lease.
