Can I hold my landlord liable for his neglects

Can I hold my landlord responsible for not uphold his part of the lease. I have an electric stove that has caught fire 4 times and a gas heater that has never worked right that caused me to use over 400kwh more than the next door neighbor who has basicly the same things running as I do. I also have a leaky faucet that leaks hot water that I also have to pay the bill to. And finally when I moved I piled the garbage that I had on the back porch, a couple of weeks later he dropped that garbage off at my new place of residence. Can he legally get a way with of this and is there anything I can do to protect myself from his negects. Also can I make him pay my bills that he cause to more than I was supppose too. thank you very much for your time.

No, he cannot. The oven sounds like a fire hazard. You should call the fire department and report the hazard immediately. You may need to move out of your apartment but it sure beats losing your life in a fire.
