Legal Question in Landlord & Tenant Law in New York

I live in a private building and unfortunately, I live above a man whom i feel has been harrasing my family for over 10 years. Every time we walk in our apartment he grabs what I aassume is a broomstick and starts banging on the cieling. He runs through the whole apartment banging and he goes on for a good while.We have called the police numerous times and filed reports aswell. Can I sue him for harrassment and use the police reports against him in court? If not what else can I do. your advise will be truly appreciated. Thanks!
