quite claim deed first right of refusal

My father quite claimed me his home, however my sister signed a lease with a tenant giving him first right of refusal. but I've never seen a p.o.a from her now the tenant wants the home for $10.00

I would contact a title company to see if you can insure the transfer. If not, unless you are starting an eviction proceeding, there is nothing to do. A claim is not enforceable until an individual obtains a Judgment from a Court.
