Legal Question in Real Estate Law in New York

Last year we rented a condo in Florida for a month. We sent the owner a $500.00 security and damage deposit which was to be returned. As of today 01/14/10 the deposit has not been returned. We have tried to contact them and they have not returned e-mail's or phone calls. We even sent them a certified letter that they did not except and it was returned to us. I have copies of all e-mails and the letter. My question is this. They live in Whitestone NY. We live in Fredonia NY. The condo that they own is in Fort Myers. We would like to take them to small claims court. Where would we file the claim?
