Legal Question in Sexual Harassment in New York

My little brother.

I have a 6 year old brother who recently expressed to me that a boy in his class has been humping an poking at his rear end while on line in school.

He approached a teacher in school and she neglected him and said ''be quiet, go sit down''. He says it's been going on since the middle to end of September. I found out this information on Saturday November 8, 2008. I didn't call the police because my mother said wait until Monday the 10th. so that we could go to the school and speak to the principal. We spoke to the principal that Monday and she wrote down some information and told us that we had to wait until Wednesday the 12th so we could have a meeting with the teacher and the other kids parent. Today is November 12, 2008 and I just got back from a meeting with my brothers school. I found out that the boy named Ray is 6 years old and he admitts to doing this to my brother. Today my brother also said the boy did it again and told the same teacher and once again she rejected his plea for help. I need help to know what can I do about this situation. This teacher is also very neglecting towards other students in the school. I would like to get justice for my little brother. What can I do?
