Are all court proceedings, including traffic court, supposed to be recorded? Either by a stenographer or tape cassette etc.. Is it a violation of the defendants rights if it is not?

The use of a court reporter is subject to 'local rules'. However, if you want a court reporter you have an absolute right to have one present at your own expense (approx 100$ per day).
