license loss due to parking tickets/ staute of limitations

my uncle lost his license in NY about 15 yrs ago. He originally had some parking tickets and a few points on his license but then the license expired. He never renewed it. He was later stopped for unsafe lane change and they found he had an expired license. He then moved to NJ and is looking into moving back to NY. So my question is, if he were to get his license what penalties, if any, will he incur?

Before he can regain a N. Y. drivers license ,he must clear up all old suspensions. To do so he needs to get his N.Y. driving abstract, once obtained I will then be able to ascertain whatever else needs to be done. For more info call my office @718-834-0087 ,once he gets his driving abstract. This is obtainable thru the N.Y.S. DMV for a small fee.
