Deed for house

My siblings and I signed papers to make my sister administrator of my sister's estate, the deed for the house is in my dead brother-in-law and my dead sister's name, can the administrator have the deed changed over to her name without us signing any paper giving her authorization

Yes, she can do it, but it would violate her fiduciary obligations. As I understand it, the siblings inherit everything (I have assumed that there are no children of the decedent). A remedy is available in the Surrogate's Court if she conveys the real estate to herself individually, and you may want to talk to a clerk in the Administrationc Department.
