My guess is that you're talking about real estate located outside the United States. The Executor appointed by a New York Surrogate does not have power or authority to transfer real estate located outside of New York. A fiduciary appointed by the court located in the jurisdiction in which the real estate is located is the only person who has authority to transfer the real estate. I am not sure if this answers your question, but it is the practical response to your inquiry.
