Legal Question in Wills and Trusts in New York

my stepfather has passed. his brother, who has never spoken to my mother, is now asking her about "family heirlooms" and mentioned there may be a New York State law about family heirlooms going to family, regardless of the will. My mother is the executor of my stepdad's estate and he left everything to her. Does his family have any right to "family heirlooms"? and how would they be deemed actual family heirlooms?
