Legal Question in Wills and Trusts in New York

I am an exeuctor of my mothers will. There are six siblings. One of them owes the IRS, apparently alot of $$. Can he reject his portion of his will to keep from letting the IRS get it?

Within the time limitation provided by statute, a beneficiary can renounce the gift, in whole or in part, provided in a Will.
