How many times can a person change a will in a six month period before an attorney should start to question the person's state of mind??

One thing has nothing to do with the other.
Re: Wills
There is no number. The question is mental capacity to make a Will, which is not very high. I would question why there were many changes. Are the people the same, or constantly changing? Are amounts or percentages changing? This may be more indicitaive of someone using undue influence on the Will maker. Are there family conflicts that might be causing this? It may be something other than mental capacity to make a Will. If you are a family member or close friend, I might suggest having a medical checkup or even some psychotherapy assistance.
