Legal Question in Family Law in North Carolina

If the father agrees to give up his paternal rights, will the court recognize a signed and notorized document stating this? And if they do, can I still file for child support without him having visitation?

No - all around! Father can not just unilaterally sign away his rights on his own with some notarized document. He can consent to a petition to terminate his rights but he can not start the petition himself. If his rights are terminated his obligation to pay child support is also terminated.
