if an illegal immigrant already has an application in from 2001 and has children, can he get his paper?

It depends on: 1) what application was filed (form number), 2) when it was filed (date), 3) in what visa category (by what relative), and 4) how and when did you and your children come to USA (without a visa or on a visa), etc etc.
