Legal Question in Immigration Law in North Carolina

How could a person who was born in Mexico but does not have a birth certificate, and was brought to the US by their parents, when they were very young, around the age of 1 or 2, go about obtaining an ID and how would they go about becomeing a US citizen?

Based on the facts in your post: they can't obtain an ID and can't become a USA citizen.

If they were born to Mexican parents in Mexico, it makes them a Mexican citizen (whether they have a birth certificate or not).

It appears from your post that they live in USA illegally without any documentation, and have no claim to lawful permanent residency in the US (green card) or citizenship.

If his parents or at least one parent is a USA citizen, then the situation would be different.
